Feb. 24 full Board meeting

As expected, on Tuesday evening the Board voted to issue 506 preliminary layoff notices — 144 to administrators with contracts expiring this year, and 362 to probationary teachers. This was the hardest vote by far that I’ve had to take on the Board and it was made all the more sour by the fact that it may be unnecessary: if the City does the right math and lets the schools draw 25 percent of the current balance of the Rainy Day Fund, we will be able to rescind all of the notices we voted to issue.

tevana_americaOne bright spot was the special and jaw-droppingly amazing performance of “America the Beautiful” by Tavana Faataui, an 8th grader at Visitacion Valley Middle School . “American Idol” here we come! Watch the first five minutes of the meeting to see this amazing performer. Ms. Faataui and a few other students from Visitacion Valley MS will be performing with Paul McCartney at Radio City Music Hall in April.

Also of note was an eye-popping report by Mr. Hoover Liddell from the Superintendent’s Race and Racism Working Group. Mr. Liddell, who has for many years monitored the district’s progress towards desegregation and equitable distribution of resources, presented figures that many of us have seen before and yet they are no less shocking when you see them for the 5th, 10th or 15th time. For example:

  • Of the African American students who entered the ninth grade in 2003 in an SFUSD high school, only 31.8 percent received an SFUSD diploma four years later in 2007. By comparison, the district-wide percentage during that period was 62.8.
  • African-American and Latino students represent 75% of the students suspended, 80% of the students in the juvenile justice system, 54% of the students in special education, 68% of truant students, and 75% of the students enrolled in the lowest performing elementary schools.
  • By contrast, African-American and Latino students represent 8 percent of the students enrolled in the highest performing elementary schools, 9 percent of students taking Advanced Placement exams, 10 percent of students attending Lowell High School and 13% of students in the Gifted and Talented program.

On tonight’s Board agenda is a resolution to issue preliminary layoff notices to over 500 certificated employees – an action that no one wants to take but is required based on the budget outlook. State law requires us to notify teachers and administrators by March 15 if there is a possibility that they will be laid off for the next academic year.

Presidio Child Development Center

This morning I had the opportunity to visit an Innovative Teaching Practices showcase at Presidio Child Development Center. This idyllic spot is one of the jewels of SFUSD’s Child Development Program, located just behind the Presidio Bowling Cener at the Main Post. The teachers described the Reggio Emilia-inspired curriculum, and their inclusion program.

Ladies and gentlemen, we have a budget!

The California School Boards Association has a helpful summary of the budget compromise that was (finally) passed this morning.  We’ve been working with these assumptions, so while I don’t have a rundown yet on what the budget deal means for SFUSD, we should have one soon.

Another day, another budget scenario . . .

Tonight was the first official meeting of the newly-rearranged Budget committee, chaired by Commissioner Wynns and featuring Commissioner Yee and Commissioner Yours Truly.  (President Maufas also sat in.) On the agenda: two fairly straightforward action items and three informational items on our ever-more-complex local-state-Federal budget scenarios.

Study: Guns at School

Speaking as a San Francisco parent and school board Commissioner, it’s not exactly the most fun thing in the world to read this in your morning paper:

Nearly 900 San Francisco middle and high school students said they had carried a gun to school at least once last year, most of them saying they had done so four or more times, according to the most comprehensive district survey on school safety and climate.

In addition to the gun tallies, 1,767 students reported bringing another kind of weapon – a knife or club, for example – during the same time frame.

That’s 4 percent and 8 percent respectively of the survey respondents, rates slightly below national trends, according to district officials.

Board meeting: Feb 10

Already I’m slipping! I’m a day late posting about last night’s Board meeting, but my excuse is that we didn’t adjourn until 11:30 p.m. and I had a full plate of appointments today. Anyway:

  • The Superintendent gave a grim report on the ongoing budget crisis: We expect a shortfall of $13 million for this school year (2008-09) but should be able to absorb it with money we have set aside. Next year (2009-10), we’re looking at a $24 million hit and will probably send out 400 preliminary layoff notices in the next few weeks. It’s important to know that even though the budget impasse goes on in Sacramento, we are required to assume a worst-case scenario for the purposes of staffing: our labor contracts require us to have notified employees who might be laid off by March 15 in order to preserve our right to lay off any employees later in the year. This is confusing, I know, and the end result is that many teachers and other staff (probably including several good friends of mine) will experience unnecessary anxiety in the coming months. Survey: Experiences in SFUSD inclusion programs

The Inclusion Task Force, a loosely-organized group of teachers, parents and othe community members who care about fully including kids with disabilities into San Francisco schools, has created a survey for families to describe their experiences in our inclusion programs.
