Get ready: marathon meeting June 14

Yep, that’s the reading material for tomorrow night’s meeting: first reading for the district’s 2016-17 budget and Local Control Accountability Plan, plus the proposed $744 million facilities bond for the November ballot. Up for second reading is the updated Math Placement Policy, P.E policy, and policy for JROTC teacher credentialing and funding.

Tomorrow night’s meeting will be so long I will not likely be able to blog the results of all of the discussion but I wanted to dig in a little to one area: Math Placement Policy, because I’ve received some emails about that.

The updated Math Placement Policy is the district’s response to SB 359, the Math Placement Act of 2015. The Act requires that prior to the 2016-17 school year, districts serving 9th grade students must adopt a fair, objective and transparent math placement policy for pupils entering grade 9. The law is silent on math placement prior to 9th grade. The law was adopted to ensure that all students have an equal opportunity to complete the math course sequence necessary for college admissions, and to ensure that students are not disproportionately held back to repeat math courses based on race or ethnicity.

The policy clarifies that all students entering grade 9 will have the option to take CCSS Algebra I — students who fail CCSS Math 8 or receive a D or F in the course will be offered additional support and tutoring. Additionally, students who take coursework covering CCSS Math 8 and CCSS Algebra I before 9th grade with C or better will be allowed to take a math placement test (Math Validation Test, or MVT, in the policy). Passing the MVT will allow these students to take CCSS Geometry in 9th grade.

In addition, within the first month of 9th grade, students placed in CCSS Algebra I (including those who did not pass a previous administration of the MVT) can challenge their placement in the course. If these students have received a C or better in a CCSS Algebra I course and can pass a fall administration of the MVT, these students will be placed in a CCSS Geometry course within a week of passing the MVT.

It’s true that last year, a few students were able to a)pass the MVT and effectively skip CCSS Algebra I to be placed into CCSS Geometry in 9th grade, or, b)take a UC-approved CCSS Algebra I course and place into CCSS Geometry in 9th grade. Under this new policy, students entering 9th grade in 2016-17 will have to do both: take a UC-approved CCSS Algebra I course, either online, or in private school, AND pass the MVT.

I don’t really have a problem with that, because what I really want is for all students to take and pass a Common-Core aligned Algebra I course — I don’t really care whether they do it in private school, online, or in public school, so long as they take it and can pass the course, demonstrating that they’ve learned the material. If public school students choose to take a CCSS Algebra I course prior to 9th grade, that’s fine, but we need to be able to verify, via the MVT, that they learned the material and can demonstrate mastery. I also like that the district is offering an additional opportunity for students to accelerate in 9th grade, through the fall administration of the MVT.

An “eat your Wheaties” meeting

Muhammad_AliEvery once in a while, we have an “eat your Wheaties” meeting. Tomorrow night is one of those meetings.

There are three major items in the printed agenda, including a report from the Arts Education Master Plan task force, the renewal of the Teach for America contract, and a sweeping resolution that would reconfigure our P.E. programs and approach to JROTC. We also expect a large showing from UESF members, who are coming to rally for both a wage increase and increased investment in the Safe and Supportive Schools policy.

After tonight’s Personnel and Labor Committee meeting, it’s hard to see where the Teach for America contract will find enough support. Commissioners Fewer and Wynns spoke passionately against the program, and President Haney voiced concerns as well. In the past, Commissioner Walton has voted against the program and stated he doesn’t think the model is right for San Francisco. While I’m loath to tie the staff’s hands when it comes to recruiting badly-needed teachers, even I feel ambivalent after tonight’s presentation. The proposed contract is for 15 teachers — a drop in the bucket towards our recruiting needs this year, even though we’re specifying only hard to staff credential areas like math and special education. Teach for America interns attend a five-week summer boot camp before entering the classroom and most end up in our lowest-performing schools.  Many who come through the program are good teachers. Some aren’t. Most don’t stay in San Francisco, or in teaching at all, over the long term. Last year I passionately defended the Teach for America contract. This year, I’m wondering if it’s worth all of the fighting.  Maybe, if the Board sent a message against business as usual, we might get a different result over the long-term. I’m still undecided about how I’ll vote.

The JROTC resolution is kind of a mess, because authors Wynns and Murase have adamantly refused to split various half-baked P.E. policy revisions from some badly-needed reforms to our JROTC policy. Here’s what I support in the resolution:

  • Recognizing the new JROTC credential, which has been approved by the California Commission on Teacher Credentialing as an appropriate credential to teach JROTC;
  • Allowing the JROTC course to meet the state’s P.E. requirement, so long as the course is found to satisfy the state’s required P.E. framework;
  • Continuing to allow students who take JROTC as an elective to enroll in P.E. independent study supervised by instructors holding the new JROTC credential, rather than requiring the instructors to have a P.E. credential;
  • Removing the district’s prohibition on the program receiving central office funding as well as site-based funding (this is probably the most controversial JROTC-provision).

Unfortunately, the resolution also contains some sweeping provisions allowing students at alternative high schools to take P.E. independent study, and provisions allowing students enrolled in high school athletics and marching band to receive P.E. credit. Any or all of these things might be good ideas or they might not be, but the controversy that perennially surrounds JROTC, as well as the complexity of the current resolution, has drowned out any other reasonable policy provisions.

The fact is, three board members will likely not support anything related to JROTC, so I don’t really understand the strategy of trying to hide some needed JROTC policy revisions behind other sweeping P.E. issues. At every committee meeting I have voiced my concerns about the way this resolution is written, but so far the authors have refused to consider splitting the P.E. issues from the JROTC issues. We’ll see what happens tomorrow night — I would hate to see the JROTC instructors and the kids who love the program pay for the Board’s inability to reach a compromise.

Anyway, after we discuss all of the above, we also have closed session. Eat your Wheaties. It’s going to be a LOOONG night.

Coming up: December 9 Board meeting

A few items to note on the agenda for our upcoming Dec. 9 meeting:

Ethnic Studies: In 2010, the Board voted to pilot a new Ethnic Studies course at several high schools. The course has since been offered at five high schools and has been popular with students. On Dec. 9, we will vote on a proposal authored by Commissioner Fewer that would expand our Ethic Studies offerings to all 19 high schools. Ms. Fewer originally proposed making Ethnic Studies a graduation requirement, but has since amended her proposal to say that the district should “explore ways to institutionalize its commitment to Ethnic Studies by including Ethnic Studies coursework as a requirement of graduation” within five years of the passage of her resolution. Los Angeles Unified recently approved Ethnic Studies as a graduation requirement for its students.

At the Budget Committee last week, we spent a fair amount of time analyzing the cost of the proposal, which comes to about $480,000 in the first year. The bulk of the costs will result from hiring more teachers and bringing the current content specialist up to full-time in order to develop and oversee the course. The findings from the Curriculum Committee made it clear that there is work to be done in aligning the Ethnic Studies curriculum with Common Core, and it would be beneficial to get the course qualified as meeting the A (History) requirement under the UC/CSU A-G framework. Otherwise, adding Ethnic Studies or any other new graduation requirement is very costly; it also takes up time in schedules where students are now taking electives.

Ultimately, the Budget Committee and the Curriculum Committee recommended that the Board approve the Ethnic Studies proposal.

Movies and TV in the classroom: Over two years ago I wrote a post asking parents if they thought students were being shown too many movies or television shows in the classroom. The responses, an unscientific sampling, seemed to point to yes, so I’ve been paying attention to this topic. I get complaints about this from parents on a regular basis, and have always been told that the district discourages movies being shown in the classroom and that any movie shown must relate to the standards being taught. I have not, however, been able to find any written policy on this topic. When I learned recently that my teenagers have been shown full-length Disney movies in science classes, I decided it was time to make sure we have something in writing.

I’ve submitted a proposal that will be heard for first reading on Tuesday; it will come up for a final vote of the Board sometime in late January or early February. I want to be clear that I think most teachers try to use movies and television to bring standards to life in an engaging way, and I really have no problem with excerpted material being shown to illustrate a particular concept or point. But when this content consumes an entire class period, is not age-appropriate and/or isn’t academically rigorous, I have a problem. So I thought it would be appropriate to ask the Board to clarify our beliefs on this topic, in order to help the Superintendent convey clear standards to site administrators and teachers.

Instructional calendar for 2015-16: The Board will adopt the calendar for the 2015-16 school year on Tuesday. School will start August 17, 2015 and the last day will be May 27, 2016. Old timers will remember that sometimes in the past the calendar didn’t get approved/set until spring — causing a big problem for families that were trying to make summer plans. We’ve gotten much better about this in recent years.

Feb 28 meeting preview: Board to consider layoffs

I’d urge you to skip tonight’s meeting, except that doing so wouldn’t be very responsible or appropriate. I can, however, tell you that listening to it or watching it (either online or in person) is going to be no fun at all — the only thing worse will be actually having to take the votes.

Tonight the Board considers the annual “Reduction in Force” (RIF) resolution and associated criteria for determining which teachers, paraprofessionals and administrators will receive preliminary layoff notices on March 15.

This year’s resolution asks the Board to issue preliminary layoff notices to 123 administrators, 210 teachers and 158 paraprofessionals (an additional 91 paraprofessionals would see their hours reduced).  All of this represents a “worst case” scenario — the district is required under state law to notice any employees who might be laid off at the end of the budget year by March 15; in addition, the threat of layoffs is a necessary pre-condition for the Mayor and the Board of Supervisors to release a portion of the City’s Rainy Day Fund to the school district. If the state budget gets better, and if we receive Rainy Day funds, many of these employees’ jobs will be saved, but we won’t know that for several more months.

The RIF process comes with an extra twist this year: the Superintendent is asking the Board to “skip” all teachers working in the 14 Superintendent Zone schools. Many of those folks are already senior enough to avoid layoffs, or have credentials that would allow them to be skipped from layoffs (special education is one example, math, science and bilingual teachers are other common exceptions the district has used in the past), but 70 are newer to the district and so their low seniority makes them more vulnerable to layoffs.  Expect a long discussion and heated public comment about this topic.

Tonight’s student assignment meeting should be interesting!

Tonight’s meeting of the Board’s ad-hoc Committee on Student Assignment should be interesting stuff (the agenda is posted here). We are scheduled to hear a presentation from a group of researchers from Harvard, Duke MIT and Stanford (the same group that presented in October on various choice mechanisms).  Tonight’s presentation will focus on the results of simulations conducted on the six options currently being explored by the Board, using Round I and Round II request data from earlier years. I’ve seen a draft of the presentation — it’s very information-dense, and comes to some interesting conclusions.  (Update: the presentation is now posted).

In addition, we’ll hear the preliminary results of a qualitative study conducted by Stanford researcher Prudence Carter. Professor Carter’s study is based on interviews conducted with students, teachers and administrators at 24 schools across the district.

It’s important to note here that we have received tremendous financial and logistical support for this whole redesign effort — from local foundations like the Hellman Family Foundation and the Zellerbach Foundation, from Stanford University,  and other funders like the Council of Great City Schools, the NAACP Legal Defense Fund, and the U.S. Department of Education. Given the current budget crisis, this level of thoughtful and careful analylsis would have been impossible without the help we’ve received from these groups.
